In recent months, unprecedented strikes by fast-food workers have taken place in both New York City and Chicago. This week, the action spread even further through the heart of the country, as workers in St. Louis and Detroit staged one-day work stoppages to demand higher wages and the right to organize. At the same time that such strikes are spreading, anti-worker legislative attacks that have already spread through many neighboring states in recent years are being met with strong opposition throughout the region as well. Workers in Missouri and states across the Midwest continued this week to stand up both in the streets and at statehouses to demand fair wages and respect on the job:

Taxes are on the minds of many this week as April 15th approaches. They're also on the minds of many conservative governors -- in states such as Louisiana, Ohio, Oklahoma, and Nebraska -- who have seen their radical tax proposals to further enrich corporations and the wealthy run into major resistance from voters, businesses, and even conservative lawmakers. Louisiana Governor Bobby Jindal, who this week withdrew his regressive plan that would have eliminated the state income tax while raising the sales tax, has seen his standing drop sharply in the polls. In the run up to Tax Day, increasing attention is being focused on how tax breaks for the wealthy and corporations increase burdens on the middle class.

From Missouri to Pennsylvania to D.C., anti-union "right-to-work" laws are still being proposed and debated. Michigan workers continue to fight their law in the courts weeks before it is set to take effect, while workers in nearby states remain prepared for similar legislation to emerge. Meanwhile, an "anti-right-to-work" bill moved forward in Vermont — legislation that would require all workers who receive benefits thanks to a union to pay their fair share.

As a result, backers of voter suppression measures are facing unexpected obstacles at both the state and federal level in their efforts to tilt the electoral scales.

As the world marks the 101st International Women’s Day, more and more American women are finding their own health under rhetorical and legislative attack in the halls of Congress, on radio airwaves, and in state after state. From attempts to defund organizations providing women with basic health services, to placing intrusive and often humiliating obstacles before women exercising the right to choose, to retricting access to contraception, the past few weeks have seen a range of attacks on women in the states – and a growing movement of progressive state lawmakers standing up and fighting back.

Since state legislatures around the country have started their sessions in 2012, legislators and governors alike have been recognizing the importance of broadband (or high speed Internet) to growing state economies. Governors in states as diverse as Hawaii, Maryland, Missouri, and Wyoming highlighted broadband initiatives in their state of the state speeches, as more and more of our leaders are realizing that without broadband, the U.S. economy is not going to produce jobs or the highly-skilled workers needed to compete in a global marketplace.

In the furor surrounding the Obama Administration’s decision this month that contraceptive coverage be provided to women by their employer or insurer, the leadership provided by states in the debate about women’s health has often been overlooked. States have been on the forefront of the fight to ensure that women have access to contraceptives, with 28 states having laws on the books requiring access.

As voter ID legislation continues to be rammed through state legislatures across the country, conservatives are celebrating passage of these bills, intended to suppress turnout among traditionally progressive constituencies, as a victory. However, no one is actually winning – not minority, low-income, and other historically disenfranchised voters who will be disproportionately affected by the new laws, and certainly not already-squeezed state budgets forced to find millions of dollars to make these bills a reality

Several elected officials across the states have approached budget shortfalls with extremely short-sighted and economically damaging proposals, including lavish tax breaks for corporations, slashing unemployment benefits, heinous cuts to programs that primarily benefit middle class and working families, eliminating earned income tax credit (EITC) programs, and privatizing services and institutions across the board, such as mental health services, prisons, and infrastructure. These types of policies will only serve to worsen fiscal pressures, exacerbate the economic pain of the middle class, increase inequality, and heighten the current regressivity of state tax structures, which, on average, place a heavier burden on low and middle-income earners than the rich. This is demonstrative of a disturbing and pervasive recent trend: tax breaks for the affluent and corporations, and austerity for the rest.

Not content that parents with jobs have had to work increasingly long hours over the last thirty years, some conservative lawmakers would like to send their children to work, too.

Expanding prison populations and revenue shortfalls have devastated state budgets across the county. In response, Missouri is now providing judges with the average cost to incarcerate an individual for a particular crime prior to actual sentencing with an eye on increasing fiscal awareness in sentencing. Understanding the true budgetary costs of imprisonment versus alternative options may be a critical tool in moving states towards saner sentencing systems.

Health care nullification forces scored a symbolic victory in Missouri Tuesday as voters supported a ballot initiative to block the individual mandate portion of the federal health care law. But it was a primary electorate dominated by GOP primary voters -- and the real story is how isolated this victory has been for the repeal forces. 26 states and counting have rejected health care nullification, while even the most right-wing state governments are moving forward on implementing the new law for the benefit of their citizens, as documented at ALECFail.com.

Missouri lawmakers left Jefferson City on May 14 following a
session defined by extreme budget cuts, partisan posturing, and the
upcoming midterm elections. Some lawmakers criticized the session as
failing to address crucial issues. Rep. Shalonn Curls stated, "[i]t's
unfortunate we couldn't pass more meaningful legislation this year. We
spent a lot of time on meaningless resolutions denouncing the federal
health care plan, when we could've been creating more opportunities for
economic growth and stability for our constituents."

As the economic downturn progresses, American workers are facing a
disturbing rise in employers using credit ratings to determine job
worthiness. According to a 2006 survey by the Society for Human Resource Management,
the number of firms using credit histories to screen applicants rose
from 25% in 1998 to 43% despite such inquiries often being
discriminatory and even illegal.

The Missouri legislature adjourned after delivering approximately 160 bills to Governor Nixon.
Budget: The Missouri legislature passed a $23 billion operating budget
for the fiscal year beginning July 1, plus a two-year $600 million
capital improvements budget that includes various projects funded with
federal stimulus money. Governor Nixon used the line-item veto to cut $22.8
million from the operating budget and $82.2 million from the capital
improvement budget. For specific initiatives vetoed click here. The Governor also placed on hold an additional $325 million of expenditures since the state faces declining revenues.

Perhaps the most impressive recent success story in expanding political
participation has been the dramatic turnaround in public agency voter
registrations in some states. With the prodding of Demos, Project Vote, and others under the umbrella of the NVRA Project,
several states have reinvigorated compliance with this federal law that
requires that certain state agencies offer voter registration to the
individuals they serve. The most well known agencies are motor vehicle
departments, but public assistance agencies are also included and it is
they that can have the greatest impact on bringing low-income and
marginalized citizens into the political process.

When a coal company spent $3 million to help elect the Chief Justice of the West Virginia
Supreme Court and that Chief Justice turned around and overturned a $50
million jury judgment against the company, many commentators thought it
stunk of corruption and that the judge should have recused himself from
the case.

If most state legislatures are considering reasonable revenue increases this year, a few, like Missouri's House, have been captured by rightwing anti-tax fundamentalists. One of the pet ideas of the far right in recent years has been eliminating the income tax for both individuals and corporations and replacing it with a sales tax applied to every transaction. The rightwing call it the "fair tax" and the Missouri House became the first legislative chamber in the country to vote for a constitutional amendment, HJR 36, that would put the issue to voters in 2010.

As we noted in the Dispatch a couple weeks ago, despite a dearth of recent successes and mounting fiscal crises in most states, rightwing voter ID legislation designed to suppress voter turnout continues to be pressed around the country. So far this year at least 17 states have seen bills introduced to institute or enhance ID requirements for voting or registration (AL, CO, GA, IN, MD, MN, MS, MO, NY, OK, RI, SC, TN, TX, UT, VA, WY). It appears we now know enough to predict the landscape of the voter ID battles in this legislative session.

Washington State minimum wage workers got a raise January 1st to $8.55
per hour -- now the highest minimum wage in the country. Like nine
other states, Washington automatically increases its minimum wage each
year at the rate of inflation to make sure families don't face a de facto pay
cut as rising costs eat into family budgets. Because the federal
minimum wage is not indexed to inflation in this way, we have seen a
decline in its value from $9.34 in inflation-adjusted dollars down to
just $6.55 per hour this past year. This trend highlights why state
efforts to index the minimum wage to keep up with inflation are so
critical.
