California has become one of the first states to embrace a cell phone users bill of rights, but mobile users should expect more in other states. The rules adopted by California are hollow according to critics and their passage was hailed by the very industry it was meant to regulate. The plan adopted amounts to little more than more funding for state programs, expanded enforcement of existing laws, and money for an education program, as well as a promise to discuss issues more often. A far more comprehensive alternative would have included broader provisions to ensure privacy, accurate bills, and non-discrimination, as well as protections for non-English speakers.
